Spigot but there current builds don't actually allowed you to use 1.8 just join with a 1.8 client. There also have DMCA problems to though.

How have some servers updated theirs to 1.8, and are still able to use plugins etc?

Usa Vanilla there won't be a 1.8 not even by Dinnerbone since Mojang doesn't own the code and can't release it.
This isn't true, almost two years ago bukkit sold the project to mojang so when bukkit stopped they had to hand over all what they made.
Mojang bought Bukkit 2 years ago. Dinnerbone said on Twitter that he himself will be updating Bukkit to 1.8. Just be patient until then.
Ha...... No. Mojang bought bukkit a while back, the main dev for bukkit tried to discontinue it but its owned by modani so he can't.

that or do you mean vanilla server if vanilla just download the latest 1.8 version
