Need FPS Help Please

My pc has a RTX 4070, 32 gb ram, and a 12th gen i5 12400F and I keep getting terrible frames while playing Java edition, with or without mods or shaders, single player or server. I have tried to set preferred graphics and all that and Java isn’t showing up in my control panel and I have uninstalled and reinstalled everything, if anyone has any ideas on what could work it’d be amazing

Make sure that you didn't limit minecraft's usage of recourses. And check through task manager while having drop frames what's wrong.

change your graphic settings to make your game look ugly and change your render distance to very low like 6 chunks

did you check your memory settings?

This is just information that may help diagnose the problem[s]; I've no specific idea what is wrong…
Since this is in a java forum that can be assumed, but what release are you playing? (1.20.1, 1.16.5, etc.)
What is 'terrible' fps? (10, 30, 60?)
Is this single- or multiplayer?
What sort of mst number are you getting?
[copying the left side of the f3 screen would in general be helpful as would the top three para of the right side]
Is your fps constant? (Also does it start bad, start bad get better and then worse, start ok then deteriaorate, something else?)
(What happens if you pillar up and then look straight up? or look straight up in the nether ceiling?)
Have you shut down other programs?
prevented any net connection (single player only)
run virus/malware checks?

I’m on 1.19.2, my fps will sometimes hold at 17 frames but fluctuates from that to 30-40ish, this is both multiplayer and single player, and I can try to get those f3 numbers when I get on and no one else on our server is having this issue

Thought of something else…
does this still happen in a superflat world in peaceful mode? (i.e. zero mobs, zero items, just flat featureless terrain)
