I need help!

I used paint.net and my 1.8 skin is not working. I made sure I was in the snapshot but whenever i pressed the jacket button it did not take off the jacket. Here is a picture of the skin layout thing.

The skin layout seems off. Maybe it's a 1.8 thing, but the file should be more wider horizontally than vertically.
