Need help with making an MC plugin

Suggested name: BlockSwitch
What I want: I would like an almost fully customizable BlockSwitch with editable region join messages and leave messages. The little arenas would have to be created with worldedit selections. But I'd like players to be able to walk into the region and have the join message go up and what not. You start at one of the arena spawns. 1 of 10 wool colors will be shown on scoreboard and in your hotbar. This is the safeblock. All players try to stand on the safeblock wool color. Then the rest of the blocks fall like sand (arena is in the sky) and players die from void. Scoreboard has next safeblock, players remaining, and a editable server name.
Ideas for commands:
/bs (Default command) Sidenote: Sorry about the /bs it is /blockswitch
/bs reload (Reloads config for the messages section)
/bs create {arenaName} (Create an arena)
/bs remove {arenaName} (Remove an arena)
/bs list (Lists arenas)
/bs {arenaName} settings (configure settings)
And whatever else you think should be there!
Ideas for permissions:
Blockswitch.admin (admin commands such as editing arena)
Blockswitch.user (basic commands)
