You see, Mojang had also said, "The reason we are doing this is to make it easier for us to add more personalization on your Minecraft characters. We’ll see what the future brings!"
Therefore, there will be more capes and accessories to MC. Are they going to add in buy-able capes for your character? Probably, because they are trying to profit out of you mindless kids.
I predict that Mojang will let us buy capes for us to design for about $5 - $10 per character. We can design it, and let us upload it directly to Minecraft's site. Exactly the same how we do it for skins.
Other accessories:
Now these may include, shoes, hats, glasses, watches, bracelets, etc. Now these may or may not be free, but it depends on what Mojang is trying to do.

I'm hoping they bring back skin transparency because I have a skin of Olaf the Snowman from Frozen that isn't transparent and it just looks kinda dumb http://www.planetminecraft.com/skin/olaf-the-snowman-from-frozen/
That message is just talking about the extra skin layer, like the one for your head, except it now works for your whole skin.
