No, portforwarding or a cheap host like GGServers would be much better for security.
I'm pretty sure OP is considering switching their own server to beta, so hosting shouldn't be an issue.

Also feel free to post ideas for a server like this too! e.g, Vanilla, Semi-Vanilla, etc. etc.
I would say Essentials for shops and possibly an anti grief plugin would be good.
I'd suggest WorldEdit, but a legit or somewhat legit beta spawn would be interesting and more fun (like the server me and my friends played on back in beta did).

Yeah I would use Essentials and GroupManager most likely.
Also would get World Edit just for the heck of it.

You would have to use some sort of authentication/register plugin and ban all popular users that people may try to use, as there is no Mojang authentication for older beta versions.
Yeah, the AuthMe plugin should work.
