Okay, whoever thought of this has a clever sense of humor, but today when I logged on to check my server, this is what I found:
No, I'm not using mods, or anything like that. It looks like Mojang is celebrating Halloween just like us, Minecraft style.

There's a Halloween "Easter Egg" that makes skellies and other undead mobs have a chance of spawning wearing a pumpkin or jackolantern head.

We know it isn't Simon from the Yogscast messing with the Skeletons otherwise they'd have pig heads.

As do I but I haven't seen a skeleton with a pumpkin as part of the mod features. Haha!

Skeletons wearing pumpkin heads is part of the 1.4.2 stuff. Sort of like a Halloween expansion pack.

I think they just spawn like that sometimes because when I made a new world I saw a bunch of pumpkin/jackolanturn skeleton/zombies

if its 1.4,then its possible to put a pumpkin on a skeletons head.maybe someone from your server did that.
