Server plugins?

Hello there Minecraft community!
I am making a server that isn't paid for, not 24/7, just a server I made. I was going to publicize the server. But I need help with all the plugins, installing it. So I just wanted to know, is it possible for someone else to control and download all the plugins and permissions and such whereas, I can control it and the person who downloaded can control it? Saying that I am the owner of the server, but someone else downloads the plugins and permissions for the server, is it possible for them to install it into my server? If so, anyone please, please volunteer to do this. You will be co-owner right away. And if possible, I would like the following: Shops, Factions, World Edit, etc. It will be a a PvP server, but not hardcore. And if you are willing to do this, please explain how I can trust you. Please no griefing.
If not, please give me VERY detailed instructions. i have looked up tutorials online, but I just can't seem to follow. Please help. Thank you for the support and please reply to this post right away. Immediately. Please!

It is possible for others to control it but i am unsure how sorry. People can also partly control it through the game by commands like /ban or /op or /kick. Im sorry i cant be of much help with this. You should use these plugins for your server:
- Showcase (Shops using slabs it also displays the brick the person is selling)
- Factions (Create actions with land claimable you already know this i believe?)
- World Edit ( I am actually not sure of this one i have used it just dunno all the things to it)
- Ranks ( Rank for peopel like admin or co-owner or moderator or plugins manager)
- Mobdisguise ( this is a cool one you can turn yourself into almost any mob and hide amoung the mobs so you can observer without anyone knowing)
- Warp ( Easy to get to places far away teleports you to a set location in the warp list)
-/tpa (sends a request to teleport to another player i found that alot of people like to use this)
Also if your looking for people to help create the map i will be glad to help construct the spawn locations or shops and other builds like towns.
