Starting Servers
When did it get so hard to try and start a minecraft server? and why does everyone want to be paid?
Does anyone know of a place to advertise a server for people that just want to play simple minecraft?

Speaking from experience, approx. 013-015ish then 019-21 the culture around serv has changed big time.
I'm no longer in the loop as of 023-24 due to having sights on more ambitious projects. But will say the best way to start a server and to garner not only a loyal team but quite frankly buds; is to do it from the ground up.
Spending
Don't $ anything unless its hosting the serv, learn online on how to setup a server and make mistakes setting it up
- JUST remember to make backups before doing any changes ofc
Getting a Team
- Mainly met my team on a smp/factions serv and it formed into a solid framework of many minds one goal.
- (Obv for you prob aim for a simple vanilla server and just chill out and form natural connections; the dynamics between smp/factions vs vanilla is very different as you might know, xD)
From there dont have to worry about $ bc everyone wants the server or in this case simple MC to succeed . Its not about $, its about the fun experience & memories mentality
Advertise a Server
- Advertising, no longer in the loop for that ; but will say MC servers advertising has changed big time lmao, transformed into a very un-recognizable mess . There are obv external factors and internal.
Voting Plugin & Social Media
- One good way to do it is by using a voting plugin and use the sites that allow voting banners, basically free ad. BUT have to compete with those that spends a couple hundred or more to be very on the top.
- You are just aiming for a chill experience so no need to worry about that, BUT have to do other means like some YT clips, streaming, instagram, twitter, etc
Resolution
Hopefully that helps a bit, can understand ya frustration on it. But will say its a good thing, you acknowledge that there is a problem/difficulty; and actively looking for a solution. Use that to turn the gears in you to find those solutions, let that dispassion spark into a blaze🔥; till you find a resolution. In which you will find it.
There are players out that that want a simple Minecraft and it seems that you just might be their salvation , become the key 🔑 for like minded players.

I didn't particularly notice when, but it stands to reason that: once a few people were making money (a real income not covering costs or a bit of beer money), a large number of people would see this as a get-rich-quick concept and flood into the market.
(The tanking of the economy hasn't been a positive influence as many owners of servers that had been "break-even or lose a bit" are being hit hard enough that it becomes hard to justify outlays for a hobby. )
In answer to your second question: Unfortunately, no.
