Technic Launcher help

hey guys, im trying to launch technic launcher with the following commands:
C:/Users/icekid/documents/technicstuff> c:/java/bin/java -jar techniclauncher.exe
yes i know im using java to run it, but it should be using the java i gave it anyway!
Its telling me to install java runtime enviroment. I Cant install java because of my dad. He wont install it. So i downloaded java portable and launched techniclauncher with java. It works fine on my spigot1.11.2.jar server. But not on technic launcher.
Please help me! If possible, could you make me a zip file with everything i need to start techniclauncher? that would be great. Thanks!

use the linux/mac version, it should work.

I believe that without the current Java version it is not possible to do what you are asking. If you cannot get your dad to install it then your pretty much out of luck.
