is this a normal terrain generation? i was just exploring my 1.7.3 world to find 1.8 chunks and i found this

Did you crate the world before the update and then travel to a new chunk? I've seen this before, and that was the reason. Sometimes there are inconsistencies between a chunk generated in one version of minecraft, and a chunk generated in a newer version.

The sea level was lowered one block in the 1.8 update I've had the same problem on my server. That is why.

the only thing i changed was the sugar cane in the bottom which i accdenttally broke the original sugar cane so i put them back

Its called a glitch. Perhaps where the new terrain generation has met the old. Check the Y-co-ordinate height if you really care that bad.
