What do you mean by topsite? If you mean a server that hosts pirated content, then no. The only things you are allowed to advertise here are Minecraft servers and Minecraft YouTube channels. Make sure to use the proper forum categories for this. (https://www.planetminecraft.com/forums/minecraft/servers/ and https://www.planetminecraft.com/forums/communities/youtube/)
