If a creeper blows up a skeleton archer and nobody is in the chunk to witness it, does it make a crater?

Assuming no one had initially been in the chunk and caused a mob to target them, there would be no reason for a skeleton to shoot at a creeper or for a creeper to attack a skeleton. However, if a player is being chased by both the aforementioned monsters and the skeleton's attack hits the creeper, then the this chain of events would in fact come to fruition.
This would require a player being in or around the area of the chunk in which the infight is occurring. If the player exits the chunk, then they are technically not in the same area, but would still be able to witness any explosion. This may also happen on multiplayer if the targeted person teleports out quickly after the creeper shifts its attention. I'm not sure what happens to unrendered chunks in multiplayer though.
However, if all these requirements were to be fulfilled, it's very unlikely the creeper would get a chance to explode. The attack patterns of both mobs would mean a fair distance would be kept between them, preventing the creeper from detonating until the skeleton killed it.

no because the chunk was unloaded but the mobs haven't because you set the render distance to 8.

No, cause the skeleton wont fire at creepers only at you, and if your not there the skeleton will never shoot thus not making the creeper hostile caused by that the skeleton would accidently hit it ,so the creeper is not blowing up!
