They spawn naturally in the nether.

If a chicken walks into a portal it will be teleported

they spawn naturally now in 1.7.4
You can spawn him with a commandblock

It's called a Chicken Jockey. They were implemented in 1.7.4.
apparently a very very low spawn rate, even lower than spider jocky
A chichken has to go into the nether, then a pigman has to ride it the chances are 3/90376 something, the chances for spider jockey are 1/71
i do know that entities can go trough portals. and i do know that baby zombies can ride chickens, but a zombie-pigman riding a chicken is just insane!
