Is there any way that I can make white blocks glow white, or emit white light so I have a constant white glowing sky?

I'm pretty sure this is only achievable if using a mod, as the resource packs can only go so far.
You would need to change the light texture in the texture files, probably.
Placing light sources such as redstone lamps above ice or glass won't change the light color.

Tekkit has white lamps if that is an option for you
To avoid resource packs, I was thinking of maybe covering the sky with ice, then placing redstone lamps above them so they diffuse through. Not sure if it'll glow everything red, but that's what popped in my head.
@BlackWaterFront - That's an awesome idea. I still like the glowstone texture itself, so I hope not to replace that, but if I need to that's perfectly fine.

Maybe a glowstone texture that is white? Switch it with your current texture packs's quarts texture or something white like that. Im sure it is do-able though, for new light sources have been made in mods numerous times...
