Program created Mods are not bad .They help the mod making people who want to make a mod for everybody and who don't know how to code.

Youtube's a good way to learn
I'd suggest something like an intro to programming tutorial before trying to jump right into programming with Java (what you'd probably use to make minecraft mods)

Technically if you put together a mod in a mod-making program, you didn't actually write any of the code. All of it was already written by someone else, you just pick the parts you want to use and maybe add a few textures.
All you'd be uploading would be a repackaging of someone else's mod.

They aren't allowed because you're not doing anything. Downloading a thing and hitting a few buttons shouldn't be able to give you XP.
