Change Monster Drops

Hello all! I run a little server for my friends out of my basement. It's a paper server that uses spigot and geyser for crossover play. I was wondering how to change the frequency of monster drops. Is this something I would need to install a plugin for or is this something I can do from withing the server files? Any and all help would be greatly appreciated!
