I am wondering if there is a mod that can TP you to certain coords on single player and vanilla minecraft servers if you know of a mod please link it here or if you will make it and need more details just ask

Does it work for Vanilla servers?
In order for something like this to work on a 100% vanilla server (no mods or plugins)
it would need to be implemented into the actual game itself. If it is your server you could always change to Bukkit and add only this.
Warning that switching to Bukkit will reset the nether and end dimensions, so make sure you have backups before doing this.
