I've always said. If it's not on dev.bukkit.org, it shouldn't be a trusted download. Simple as.
Just because It's not on bukkit, doesn't mean the download is malicious. Also, plugins are allowed in the mods section. Ask any pmc staff member.
It also doesn't mean it's not.
Bukkit screen through every single upload and make sure they are safe. Therefore if someone is using a 3rd party host, anyone should strongly question why before downloading it. It's very easy for the developer to simply link their dev.bukkit.org post for the download, so if they're not doing it it's just suspicious to me. Not saying your plugin is malicious, just speaking about plugins in general.
There's nothing wrong with the developer posting the plugin on a site like PMC, it just annoys me because a plugin (as well as software) is not a mod. It's a personal thing
On a final note, I should point out that hosting on bukkit will also enter you into the Curse reward scheme. I just got myself a $20 Amazon voucher through it

other then the example part essentials can do this. i really find it dumb that people like to make smaller plugins of plugins that do the same thing and more. Please: stop the plugin spam.
Some people don't like to use essentials with custom type servers. But to add on to your statement.. I make them because I have nothing else to do. And I have a whole summer to go.
Yup! There is a new one of these everyday! Just because you can use e.setJoinMessage(), doesn't mean you should.
