How hard would it be to create a plugin similar to towny.
Key features:
-Uses 10x10 plots
-Has custom chat system w/ prefixes and channels
-Towns
-Ranks within towns
-You can sell, auction, or claim a plot
-Taxes

I think you can change the plot size in Towny... It'll just make everything kind of awkward.
So basically towny with smaller plots? It'd be fairly difficult, but not ridiculously hard. kinda medium, depending on experience level.
