That guy has java tutorials, You need to know Java to begin modding. From there you can begin to learn the Minecraft API. I have tutorials to teach you this in it's basics

You can use Mcreator That allows you create a lot of cool things BUT remember you cant post things made with a mod maker on pmc, you will get it deleted... like my 2 mods
There is some mods that allow you to basic (i mean very basic) modifications to the game. If interested google layman's mod for minecraft. Anything complex you need MCP, (Minecraft Coder's Pack) Java Knowledge, and Java Developer Kit. So Yeah
