I am looking for a server plugin that will let players combine mending and infinity on books like it used to be possible? If you know of one please tell me.

You could just try TimTheEnchanter if you want to stack enchantments
I want it to be so anyone can do it with an anvil, its for a server and some old players have a mending/infinity book and its not fair to the new players that they can't get it, and I can't just take them away from the players that already have it. I found something called OP anvils and I hope that works, thanks for the suggestion anyway.
