Looking for a specific plugin...

Hi, I am looking for a specific plugin (if it even exists).. I am looking for a plugin that when you destroy a block it regens into a different block and has a timer to turn back to the first block. so for example, if I mine a coal ore block, it turns into a black wool block while the timer is going and once the timer is up, it turns back to the coal block to be mined again. Ive seen it on a minescape server before. I don't know if it has skills to go along with it, but i am also looking for a skills plugin that goes together with the previous plugin mentioned where you need to be for example level 5 for a coal block but lvl 10 to mine a gold ore block. If you have any suggestions for this, please comment below!!!
