Well, first you need to learn java, and then you need to learn the Forge API. I haven't learned Java yet, but learning a programing language can be really hard and time consuming. If you still want to make mods after reading what I just typed, just go Google a Java tutorial, or get a book about learning Java. There are plenty of tutorials out there for you to choose from.
...or you can use a mod maker program, but where is the fun in that? Plus they aren't allowed on PMC either.
