If we are allowed to submit mods we've already made (ourselfes), then what constitutes a small mod - as you said you only wanted small mods (and I don't quite see why)?

The prize is stupid. A shoutout? For what? What if we don't have a youtube channel? How many subscribers?
You cant expect much, I mean a shout out saying the mod author did a great job, and a link to their planet minecraft. So think about what you say before you ask
You have 1 subscriber though, and your videos are laggy, have a watermark and you uploaded a video even though the in-game audio didn't record. You should improve your video quality before you advertise.

How are you going to judge them if you don't have a deadline though? What if I take 2 weeks to make a mod and you decide the winner in 1 week?

Bad idea - it's gonna be really hard to have a fair judgement if you allow all APIs because the judgement must not take into account what features are already there through the API itself and what was actually created by the submitting modder.
If you do allow APIs you should specify certain allowed ones and recommend that the participating modders use them so the judges won't misjudge based on whether or not the feature base was the same.
