i hope this is the right place , but a simple question is there a mod loader for the snapshot of 20w 21a of java minecraft ? . or are the people who make these forge and rift waiting for the full realease of 1.16?

Most mod loaders don't support snapshot versions of the game, as they are too unpredictable and can change considerably between versions. Forge will be updated to 1.16 once it is fully released.
