Need a Plugin/Mod made (For Pixelmon)

Hi guys! I'm looking for something I need on my Pixelmon Server, It adds extra commands like; /ivs /setivs /evs /pc, and more! If anyone is familiar with it that would be great! However after a couple hours of researching and asking, I have been told that this plugin/mod that is on other servers is custom, and isn't available to the public! That's why I need someone how can make something similar
