A new plugin (need opinion)

First of all, I have absolutely no knowledge of how to make plugins so I could not do this. Anyways, I was wondering if there's anyone who could attempt to make a new quest plugin for my server. It's something I desperately need to make my server unique and more fun, and I have every idea down, all I need is someone to make it happen. I was thinking that there would be a fairly simple config in the files, and the first 5 would be the default quests that every new player starts with. All quests can be seen with /q list. The cool part I was thinking would be that, using the new tab api or whatever it's called, the first 5 quests you have selected will always be showing in a tab on the right of the screen with the title "Quests" or "Objectives". The quest names will be in yellow and the next part is optional, but when a quest is completed it could turn red, and then to get rid of it and claim the reward, you would type /q complete. I imagine there would only be enough room for the quest names, so to get a description of the quest you would type /q info (quest name). What would make it even better is adding quest chains that automatically add a new quest on when one is completed and allowing only certain groups to do certain quests.
