Plugin Develeper Needed!

I'm not sure if this can be done, but I have thought of a plugin for my server to run. I thought that the plugin has already been made but it hasn't. It is very complicated and I would need to talk over skype to explain more but the basic idea of it is to simulate real life, go to school, go to the DMV, go to work, get a car(horse) have and allot more.

Is there anyone who can do this for me?
If there is add me on skype and when the plugin is done you will get paid a reasonable price since I'm a little short on money, and Admin on my server.
