Citizens Plug does not work. I have the latest update for 1.7.2
When i do /pl its is red

Update to the latest dev build(link on bukkit page). It worked for me.

Your post doesn't even give enough information for someone to help you. If its read, that probably means their was some sort of error when it was enabling. Do you have that error? There is a number of issues it could.

I believe there is a config option to enable version checking.
Open config.yml in plugins/citizens
Disable that.
Open config.yml in plugins/citizens
