For the time problem you could get a team together to try them then post what they like/dislike about them
think about it...
The judges would have to view about 1000+ mods, downloading them, unapplying them, repeating...
It's just too hard

Very simillar with the worlds though so honestly I don't see why not.
My exact words. For worlds, they have to download them, apply them, check them out, make sure non of them break the rules, then unapply them. The same for mods. Just may take bit' longer, and the new 1.6.2 profiles could help them organize this.
I think it would be really cool if there was a modding contest.
Luckily those creation programs make it very easy to tell if they've been used. If you download a mod made with MCreator and open it with 7zip, all the classes are prefixed with MCreator.
I'd LOVE a modding contest, as a modder myself. But, I think these rules should be enforced for it:
- No mod creator mods (already a PMC rule anyway)
- No teams/groups higher than 3. That lets you have a coder, modeller and artist, which is more than you need anyway. All my mods I've made solo.
- No "Simple" mods. I figure the best way to decide this is the mod must add some sort of functionality in the form of either an AI mob*, or a Tile Entity (not just a chest, something interesting)
- Extra API's should be allowed, so you could make an IC2 addon for example so long as you follow the above rules.
*I say AI mob because that requires coding, not just copy-paste. By AI, I mean you have to have written one of the AI classes it's using yourself.

Your rules are very defined but are more than fair! I like this !
I realise, though it does happen, alot, good thing I don't mod
Usually, you wouldn't post a modding contest, since they take a while to make...
BUT, now since that mod creator is out, it's just way too easy! And consequently, you will be seeing those same [MORE ITEMS MOD!] and [RUBY MOD!]. You know? Then that one guy that tries has a proper mod, and everyone is outvoted, it is a little unfair, unlike a skinning contest, which will only take about half an hour a skin, and so, consequently (luv dat wurd) you will have more entries, and everyone has a fair chance of winning, with skill, time, quality & program, anyone with internet has a fair chance, now I'm blabbering on so cya!

Yes, I do agree, but maybe something that you just have to code?! Such as maybe mechanics? Redstone devices, something that you just cant use a creator for.
Mod creation applications are banned from Planet Minecraft. You can see that in the submission guidelines. If someone used a creator for a contest I wouldn't be suprised if they were banned.
A Modding Contest Would be cool I reakon
Yup and so would another blogging contest. For one month we'll switch from build and skin to blog and mod. We'll do that right Cyprezz? *cough cough* XD
if there could be team work with it like some people code and others model and texture
Might be good but to make sure it doesn't get out of hand I would say 5 person team limit
Themed ones might be good. How about Mechanics themed one? I would join for sure
While I think a modding contest would be extremely fun, I do believe we would see lots and lots of crap mods being submitted. Stuff like Mo'Tools and such would be submitted very often. If PMC would make a contest I would like a rule against such things on the contest.
