Resource Pack Plugin.

I know you can upload a resource pack Prompt on start up through server.properties, but for bigger 32x32 files its not working. Is there a way to get around this and have a separate plugin made to prompt them upon entering if they would like to use the resource pack?

Any info on if this is something already available or if it would be able to be made would be great.
