Seeking some custom plugins?

Hi coders! I run a server and have had a tough time looking for what I need. Basically I'm looking for 2 things:
1. A custom weather plugin, allowing it to snow, but not rain.
2. A teleportation plugin, basically when a player takes damage either from an enemy or another player, their teleportation is disabled for a few seconds, to prevent battle tping while not having a delay all the time.
Maybe these are impossible, I don't know, but you do which is why I'm asking. If you are interested in taking this I'll be happy to buy you a cup of coffee or something to make it worth your time, thanks

Hey man I don't know hiw to make plugins, sadly, but I am almost 100% sure there are already some plugin similar to the second one you listed. About the first one, rain is the sane than snow but snow only happens in well snow biomes, so I don't think it's possible.
