Shopkeepers Plugin Help

Hello all, I have been setting up a server for a couple weeks now and need a bit of help with the shopkeepers plugin. I have set up a spawn area and created Villager traders, however, new players are unable to access the traders. They get the error message "That belongs to an administrator." Does anyone know how to allow newcomers access to traders?
