Sponge Forge Server/// Forge.jar doesn't start up! Please help!

I currently am trying to install a local MC PC Server w/ mods on it. I am using sponge, 1.12.2 and forge 1.12.2. When i install forge and direct it to my server file, i get the server file for vanilla and modded. The problem is that Modded won't boot up and i don't get any files such as "mods" and "configs". I am running Windows 10. Please help!
