Get a mod maker, at least thats legit!
NO, you'd need permission, id's, and make sure there all compatible and don't 'battle' each other . so yes if you work on it and get permission the important thing is to never stop trying :D .

NO you can't. You have to code it yourself or ask permissions of every single mod-author of the mods you put together. and even then it is not a mod but a pack. and to make a pack you will still need to make changes as mods will overrides each ID and Enummaterial.class
