Ticket machine mod

I was just wandering if any of you guys knew or could create a mod where it adds something like a ticket machine where when you right click it has an interactive user face (like furnaces and crafting tables etc) and you can buy a ticket by using diamonds or gold and iron ingots, and an admin on a server can set the price of tickets. And then in a mine cart or boat station you put your ticket in a machine and opens a gate (kinda like the London Underground system)
