Building a Community

Hello,
I was wondering if anyone could give me some input on my query.
Basically, I am working extremely hard on creating a hardcore grief/raid factions server.
BUT i have opened many others before this that have gone horribly wrong, and I was wondering how I can build a community, because players naturally will leave a factions server that is sparsely populated almost right off the bat.
I was thinking of maybe having a twitter where I would post updates on how the server was getting on and how close to completion it was etc,
But its getting people to await the release that is the problem, I want to be able to get 30-40 players on straight away when release is announced.
