I am trying to set up a server with a big economy

i wana make a server with a city on it with alot of things pvp arena multiple worlds and stuff like that

i need a expert plugin master for this

also i cant get my server up my ip isnt working for anyone so i need desperate help with that please apply for this job

When the server is up and running i will start to employ abmins and mods i will be the mayor of the city but there will be elections for the city council manager well i hope there will be
