You havent really clarified anything in your post, your whole first paragraph could be reduced to "I need web developers, there will be a nice reward." You should specify on what the reward will be, and as the post above me says, saying that what you're going to do will get you banned will scare some people away.

I just got into web development, so I've barely scratched the surface on HTML, so I'm afraid I wont be much help. I might help with graphics though, once I know what this is for.

It seems you have misunderstood my post, you should have clarified it a little bit, as it doesn't state what the site will be for or what the reward would be. I think the best way to go through with it without saying what the website will be for (on PMC, of course,) you could say "If you have any questions regarding the development of the website or anything else related to this project, please contact me on skype at: [USERNAME HERE]"
I doubt that anyone would bother sending an application if they did not even know what they are signing up for. Especially for saying that PMC would ban you if you say what you are going to do. This makes this sound very "scary" and people don't like that.
