Can someone create me a Server?

I Know I'm Asking a HUGE Favor!
Hey guys my partner and I want to know if anyone can create us a private server with cheats on and mods on. We are not able to create a server because of different reasons:( We would like it to be always online if it is possible but we can talk about that later. Also if their is a way for the server not to be laggy that would be awesome. You would also be able to join us sometimes on the server. So please if you can make a server easily than please do this huge favor for us! We will talk more on Skype or PM.
