Chat Specify Variable (NEED)

Hello! I want a plugin with the variable %Specify%. It will come up with a chat message for what you want it to replace to. Seems confusing? Look at the examples.
I want this because I want to create admin GUIs. Also, if anyone can make it, or knows a plugin that can do this, please tell me. I have been looking for months trying to find a developer/plugin for this.
Commands:
'Ban %Specify'%
(What it would say in chat):
Please type who you want to specify for the %Specify% variable.
If I type 'Betterjakers'
The command 'Ban Betterjakers' would run.
If I typed 'clip', the command 'Ban clip' would run.
Permissions:
ChatSpecify.Use
