Does anyone know this guy?

we had a player get on called Noisstorm. [yes it is spelled correctly]
he immediately asked for creative and admin, which i flatly refused because im not an idiot.
after a while though, he ended up on several servers i go to, asking the same thing. i could not find him listed as a griefer, but for obvious reasons i don't trust him.
anyone know this guy? i can't tell if he's a griefer or just has no tact.
