Easiest way to make a server.

I am going to start up a server in a month or two and i would like to know what the easiest way to make one is without hamachi and with these plugins: worldedit, worldguard, SignShop
And here are the things that i want to be able to do but dont know what plugins i would need:
Have admins,mods,and owner titles and permissions
Be able to ban and kick people
Be able to do warps like /spawn and /warp
Be able to do /sethome and /home
Be able to have seperate worlds.

And everything else I can do with redstone.
