Faction 1.7.7 Beta Help!

i am running CraftBukkit 1.3.2 on a BeastNode server and Faction 1.7.7 Beta cause it the only thing that will run on my server.
factions is working fine and so is groupmanager BUT no one can /f create or /f anything and the tags aren't showing for the faction names. can anyone please help? its a real headache.
