Failed to Bind Port

For some reason my server was left on in the background, I can't access it, and when I try to turn it on it says failed to bind port. Can someone tell me how to fix it?

I figured out what happened. I've been using a Dynamic IP Address and it changed. Can anyone tell me how to get a Static IP Address? or else this might happen a lot.

That's impossible unless someone is using your went onto your wifi and opened a port on there computer. They would have to be in your house and be connected to your wifi. Most likely it is a port forwarding error. Check your port forwarding and try again.

I don't appear to. Could it be possible someone else is using that ip somehow? and if so, how could I fix it?

Do you have any sort of java open in task manager? If so go ahead and quit it.

I could not find java.exe in task manager and I tried shutting down, neither of those worked.

1) open your task manager.
2) click processes.
3) find a task with the name java.exe.
4) end task.
5) Problem most likely resolved.

It means your server is already running. I recommend checking task manager and making sure its not running in the background or something. And if this is your own little private server your running from you computer you can just re-log and should shut off. That being said only do that if your not able to open up the command console and type stop.
