Good RPG Server?

i cant really see to find a good RPG server, i prefer small ones better then big ones.
at least 1 person on at all times, but not a thousand .... is their any of those kind of servers? (STRICTLY RPG)[ex: clans, nations]

My server is RPG I guess, but it is only really fun with me or the other owner on, since we have to most things manually because we're too small to get a really good dev. (I know how to make plugins but I can't make really good plugins)
