Help!

Im running a non hamachi server... I have port forwarded and made sure my firewall is off but when i join it works fine i can use commands ext.. but when someone else joins they get passed connecting to server and then they get the "timed out" error ive tried everything i know to fix this and still they get it... if they use the ip or the server host ip its still the same thing! please help!
