Help with plugins to a public server

Hi I Wanna Release my private server to an public but i have some problems.....

1. I want to have ranks/groups with diffrent permissions

2. I want to protect areas so no one can't build on (but i can)

3. the plugins shoud work togher echother and with iconomy

4. If u help me so the server is working and u join the server u can be get a own rank
(if its work)
