We are in the process of creating a new creative server that is based on the premise that all builds should look nice. We are going to do this by means of a greylist. Anyone can join, chat, and look at other people's builds, but you must be whitelisted to be able to build. Being added to the whitelist is simple, simply donate 2 USD to us over paypal. Please keep reading past this point, even if you do not wish to donate, there is more information you will want to read. Your two dollars will not be used to pay anyone, it will simply be used to defer hosting costs, which is currently costing the owners quite a lot of money. We feel this will be the best way to ensure an mature and high quality community, by filtering out the people who actually have a interest. However, we realize that no one will want to donate to be able to play on an empty server, so what we are doing is offering 25 free slots. These slots will be comprised of the following:
20 Builders, simply you get whitelisted for free.
4 Moderators, Who help us maintain our high standards,
1 Admin, who helps with general management.
If you wish to apply for a slot, please post a comment in the form below, please note that your chances of being considered will drastically decrease if you cannot post any pictures. You simply must upload screenshots to a host such as imgur, and then link to them with your application. The server should be up in BETA later tonight, so apply now!

All who have been accepted should have a donator rank now, enabling them to build. Mod and Admin rank are still being worked on.
Not to sound hate full, but you might have some trouble gathering the "gray-list" money you are aiming for.
The server, being creative, already has a limited market. The server is not the only creative server out there, and most of them will look the same at first glance. Most people will think "Why pay 2 USD when I could use the exact same service for free?". Even though giving out free slots was a good idea, it isn't enough to counter that a possible member would have to pay 2 USD to have build rights.
I understand that you are looking for a "mature" gaming community, but most "mature" players would not better to pay 2 USD for build rights to a server they can only tour. That being said, most of the gaming community is constructed out of people who are either "kids" or are in there teens. Most kids/teens won't be able to afford 2 USD because their parent/s won't pay for it, and those who can, like the "mature" players, won't be able to judge that paying would be worth it because they won't be able to see all the features that your server might have as they would have limited rights/commands.
My advice would be making users who first join have building rights, even if limited. If you want to remove people who have joined with the sole reason to troll, then you could make a payment-free grey-list by having them have to apply for build rights on the server's website/forums. If you still want to be able to pay for over head, then you could have the payment-free members have limited rights, like having them only be able to use specific blocks in a specific area, and have a donator rank, with or without sub-ranks that would branch out (e.g Alpha dontor, Bravo donator, Charlie donator), that would have more rights/commands. This would be so that players would have more room for judgement on whether or not it will be worth donating, and in return, having you earn more money.

I am a good builder (I do have pics but would like to send via E-mail) I am only decent at redstone but I am also good with many plugins Such as permissionsex I have set up complete permissions or many people and I think you should pick me because I would love to help with a server that people actually care what they are doing in.
How long could you play?: I do have homework basically every night but i can play 1 to 4 hours daily
